Can a disabled person demand the property owner allow and pay for ramps, railings or other accommodations?

No.

Accommodating a disabled person may be the right thing to do, but legally a resident cannot demand the owner “pay” for the accommodation. The owner does have to “allow” reasonable accommodations, however, they are under no obligation to pay for them.

If the resident does modify the property to accommodate them, the owner can also require the resident restore the property back to its original condition when they move out.
